Location: South West (This is a ‘work from home’ role, although there will be a requirement to travel between various sites and attend monthly update meetings in the Midlands or North West Regions)

Are you ready to be part of a dynamic and innovative homebuilding company? Elan Homes Holdings Limited, a privately owned company at the forefront of residential development, is seeking a talented and ambitious Estates Completion Manager to join our Technical team.

About Elan Homes:

Elan Homes Holdings is making waves in the homebuilding industry, constructing new homes across the Midlands, North West, South West England, and North Wales. As we continue to grow, we are looking for a confident and ambitious Estates Completion Manager to play a key role in our exciting journey.

Responsibilities:

Reporting to the Northern Regional Head of Technical, you will manage the handover of legacy residential infrastructure such as roads, sewers, pumping stations and public open spaces to local authorities, drainage companies or management companies. The primary goal is to close out legacy issues, secure final certifications, and deliver a seamless transition of liabilities away from Elan Homes.

Requirements:

  • Must be based in South West of England and have contacts with local water and highway authorities across Devon, Somerset, Dorset, South Wales and ideally South Midlands.
  • Industry Experience: Minimum of 3–5 years in property development, estate management, asset handover, or local authority adoptions.
  • Deep understanding of infrastructure adoptions, building regulations, civil engineering handovers, and management company handovers.
  • Proven track record of managing multiple site completions simultaneously while meeting deadlines.
  • Bachelor’s degree or HND in Real Estate, Surveying, Civil Engineering, Construction Management, or a related technical discipline.
  • A valid driver’s license, as regional travel to various estate sites is required.

Personal Attributes required for this role:

  • Strong negotiation and conflict-resolution skills to manage various public and private stakeholders.
  • Problem Solving: Ability to dissect legacy site documentation, identify missing compliance documents, and map out corrective action plans.
  • Ability to work under own initiative with minimum supervision.

Essential duties & Responsibilities: (Other duties may be assigned)

  • Manage the handover process of completed developments, communal areas, and infrastructure elements.
  • Coordinate final snagging inspections, tracking defects and ensuring contractors resolve all outstanding issues promptly.
  • Lead negotiations with local authorities and utility companies to secure the formal adoption of roads, sewers, open spaces, and public lighting.
  • Manage legal agreements (e.g., Section 38, Section 104, Section 278 agreements) from initial submission through to final maintenance bond release.
  • Liaise with external solicitors to resolve boundary issues easement or covenant discrepancies holding up handovers.
  • Financial & Stakeholder Management Monitor and release financial bonds and retentions once statutory bodies sign off on completed infrastructure.
  • Act as the central point of contact between Elan, contractors, local government bodies, and management companies.
  • Communicate progress updates clearly to senior leadership regarding legal hurdles, completion timelines, and financial liabilities.
