ELAN EAGER TO START WORK ON NEW HOMES IN DEVON

GROUNDWORKS on the latest phase of a new community in Barnstaple will start imminently, Elan Homes has confirmed.

North Devon Council recently gave detailed consent for a joint planning application from Elan Homes and Persimmon for 235 homes, representing the second phase of the Larkbear development. The wider new neighbourhood would eventually see 820 new homes created across a 58-acre site, off Old Torrington Road.

For its part of the latest phase, Elan will deliver 94 homes across 5.37 acres of land.

Elan regional land director Ben Jowett said: “We’re proud to be delivering new homes as part of the urban expansion of Barnstaple. The success of the earlier phase of Pickards at Larkbear, where we have already created 57 homes, demonstrates our ability to deliver quality, energy efficient homes. Groundworks will soon be underway, including installing some of the infrastructure for the homes, ahead of construction starting.”

Between Elan and Persimmon, more than £4 million will be invested in the local community in the form of section 106 contributions agreed during the planning process.

The funding includes almost £2.4 million for highways improvements, almost £840,000 for education, around £325,000 for public open space and nearly £130,000 for health services.

Elan anticipates opening a new show home at its Pickards at Larkbear development on Riverton Road in spring 2027.

The latest phase will include 66 homes for private sale, in a mix of two, three and four-bedroom designs.

Elan regional head of sales Julie Johnson said: “It’s testament to the quality of our homes in Barnstaple that even before our plans were approved we’d been receiving enquiries from people interested in buying here. We’ll be updating those people as we work towards releasing the latest phase for sale in early 2027.”

Affordable housing will account for the remaining 28 homes being built by Elan. These will include 22 homes for social rent and six for shared ownership.

The wider new neighbourhood will eventually include a new primary school, a local centre with potential uses including a small shop, surgery, pharmacy and community hall; and there will be acres of open space and woodland, plus cycle paths and other facilities.
